Why up rather than out

Where the ground is spoken for, adding a second storey or extending an existing one is the remaining option, and it has genuine advantages beyond simply being possible.

It uses no additional lot coverage, because the footprint does not change. That single fact is often what makes it the only viable answer.

It leaves the yard intact, which on a small lot is worth defending. A ground floor addition that consumes half the remaining garden solves one problem by creating another.

And it puts bedrooms upstairs where they usually belong in a family house, keeping the living space downstairs whole rather than carving into it.

The disadvantages are real and they are the reason it is not always the answer. It costs more per square foot than building at ground level, the house is substantially uninhabitable while it happens, and it depends entirely on whether the existing building can carry it.

Can the house hold another floor

This is the first technical question and it is not a matter of opinion.

The existing foundation and walls were designed for the loads of the house that was built. Adding a floor adds load, and whether the structure below can take it has to be established by an engineer looking at what is actually there rather than assumed from the fact that other houses have two storeys.
